Having problems with this. after installation and launching, the icon always just bounces or sits in the dock, and then sometime later the app just quits :(
There is no obvious way to download this software from Cisco's web site for free. So this is probably not freeware. Use Shimo (GPL) if that works for you.
well, usually if your college network uses this (southern illinois university does) its offered through their networking page. but you cant get tehre unless you login, in my experience.

It seems that this software isn't exactly freeware, though searching on google with terms like "vpnclient-darwin-4.9" usually does the job:

For the sake of completeness: please use Shimo as the GUI for Cisco's VPN software. It's a tremendous time and ressource saver.
