As the caption says... it's just a proof of concept. I change the poll myself once in a while. It's a white-label product; site owners and publishers may adopt it to promote their site and/or involve users etc (hey I'm not a marketing man)
It may be functionally useless, but all it's meant to be is a nifty little widget to see other people's answers to certain questions.
And presumably the person who made the widget makes the polls.
I don't understand the purpose of this widget. Who makes the polls? Who gets to vote? Doesn't say (or at least I don't find it) on the developer's homepage.
