What are they talking about? Aside from the 256 color palette limit of GIF, all of those formats are already "100% pixel-perfect," and all of them support compression… TIFF can use ZIP or LZW, PNG uses DEFLATE, BMP can use RLE, and GIF uses LZW.
Not to mention, any normal file compressor can handle any type of file… I can throw a BMP into a ZIP archive with no ill effects, or a TIFF into a 7Z. They just make up more and more nonsense as they try to stay relevant.
