The reason it does 'act like an OS X app should' is that it is designed not to come to the front like normal apps. In other words, its window sits on top of the screen and has slight transparency, but you are still in the Finder. In such cases the interface choice makes a certain amount of sense.
It's irritating that 'sucks' can mean 'not perfect'. For me it's pretty damn near perfect. With the demise of Pic2Icon it seems the only alternative, and one that is both free and effective.
It doesn't suck.
